Why the government portal named the card "Sugar"?
Open the Ukrainian version of the page about the CUKR card on the MOS (mos.cudzoziemcy.gov.pl) portal, and the browser tab will show "Sugar | Case handling module". Inside the page everything is correct: the title speaks about converting temporary protection into temporary residence, the abbreviation CUKR appears in the text thirty times. The error lives only in the tab title, so it has gone unnoticed for years. Checked September 5, 2026, and as of that day, it is still there.
It looks like the work of an auto-translator: it read the four letters CUKR as the Polish cukier, which means sugar. The consequence turned out to be far from funny. Law firms are already writing instructions on "how to get sugar status", and intermediaries are selling a service called "karta cukr". A person hearing this word for the first time from a neighbor or in a chat searches for a non-existent document and loses weeks.
The confusion goes deeper than one bad translation. The Polish word karta means both a plastic card, a document, and a permit, so Karta Polaka, karta pobytu and the CUKR card get lumped together in everyday language. In reality, these are three different things with different consequences, and the price of a mistake is measured not in money, but in years.
What is most often confused. Karta Polaka is not a residence permit, but a confirmation of belonging to the Polish nation. karta pobytu is not a "card for Poles", but a physical document for a residence permit. CUKR is not a separate type of status, but a regular temporary residence permit made specifically for those who have UKR status. The rows in the table are not alternatives to each other. UKR status and CUKR card apply only to citizens of Ukraine, Karta Polaka only to those who have Polish roots or an organization's certificate, and pobyt czasowy is available to everyone who has a purpose of stay. Most people go through more than one cell, but a chain of two or three.
Three columns that decide everything
The columns "work" and "Schengen" answer everyday questions, and almost everywhere they say "yes." The difference between the paths is created by the other three.
Karta Polaka is issued by the consul abroad, and it speaks of origin, not the right to live in Poland. All residence permits are issued by the voivode, and it is they who determine your status in the country. No one issues UKR status: it arises from registration and exists as a note in the PESEL register. Hence the first practical difference: it is impossible to lose Karta Polaka due to moving, while a residence permit is tied to whether you actually live here.
This is the most expensive column in the table, and it is almost never written about. Long-term Rezydent UE status requires 5 years of legal stay, but not just any years are counted. Time with UKR status does not count at all: temporary protection is not in the list of grounds in Art. 212 ust. 1 Ustawy o cudzoziemcach, and this is not a Polish whim, but an exception established by EU Directive 2003/109. Years on a CUKR card and on a regular permit count in full. Years of study are counted by half.
Citizenship through uznanie za obywatela is not opened by the card itself, but by the permanent status behind it. Three years on stały pobyt or on Rezydent UE status plus stable income, housing, and B1 is the general ground (Art. 30 ust. 1 pkt 1). Two years if you have been married to a Polish citizen for at least three years. And only one year if stały pobyt was obtained based on Karta Polaka or Polish origin (pkt 7). The shortened one-year period is tied specifically to stałego pobytu: it does not apply to Rezydent UE status.
The education trap. The regulation contradicts itself: Art. 212 ust. 1 pkt 3 says to count a student permit by half, while ust. 2 pkt 3 excludes the period of study entirely. In practice, the half is applied, but this is where voivodeships interpret it differently, so five years of studies by no means equal five years of seniority.

Karta Polaka provides work without a permit, a free national visa, education on the same terms as Polish students, and railway discounts. No. Obtaining a CUKR card terminates UKR status: the mark in the register changes, and with it, free residence in collective accommodation centers and special access to healthcare under the Specustawą disappear. Healthcare then proceeds through work, sole proprietorship, or voluntary NFZ insurance. Child benefits remain under the general rules. The most expensive mistake of the three. Years with UKR status are not included in the 5-year seniority for Rezydent UE, so a person who arrived in March 2022 and still lives on the status alone has zero credited years in 2027, not five. The countdown begins from the day the CUKR card or another permit is obtained. The earlier the transition is made, the earlier the clock starts.
Where each card leads
If you put the cells into chains, three real routes remain. They are not equal in length, and the choice between them is determined not by desire, but by what you already have in hand.
Route without roots: UKR → CUKR → Rezydent UE → citizenship
The most common and the longest. The CUKR application is submitted via MOS in the window from May 4, 2026 to March 4, 2027, the card is issued for 3 years, and from the day of its receipt, the countdown of five years for Rezydent UE status begins. Then another three years on the resident status itself until applying for citizenship.
Together, it turns out to be about eight years from the card, not from the arrival in Poland. The intermediate step can be shortened if a separate ground for stały pobyt appears, for example, marriage to a Polish citizen: then instead of five years of seniority, three years of marriage and two years of stay apply.
Route with roots: Karta Polaka → stały pobyt → citizenship
The shortest legal path of all that exist. The holder of a valid Karta Polaka applies for stały pobyt without the requirement of years lived in Poland and without opłaty skarbowej: they pay only 100 PLN for the production of the card. After one year on this status plus a confirmed B1, uznanie za obywatela opens up.
The weight of evidence here shifts from years to the intent to settle permanently: housing, work, family, child's school. And one thing people find out too late: from the day the decision on stały pobyt is issued, the Karta Polaka itself expires, so the associated benefits end right there. If there are roots but no Karta Polaka, the ground works even without it: documents proving Polish origin, and other grounds for stały pobyt under the law.
Route via purpose of stay: pobyt czasowy to stały pobyt or Rezydent UE
Work, business, studies, or family provide a permit for up to three years, which will have to be renewed. The years spent on it count fully toward residency, except for studies, which count for half. For those who already have UKR status, this route usually loses to the CUKR card in terms of application simplicity, but wins when the conditions for CUKR are not met: for example, if PESEL UKR appeared later than June 4, 2025.
Why the word "kartki" sounds jarring to Poles?
Because for the generation that remembers the PRL, kartki are not a clerical error but food ration coupons. In the PRL, sugar kartki were a reality: they were introduced on August 12, 1976, after a failed attempt to raise prices, officially they were called bilety towarowe, and they were not abolished until November 1, 1985, almost ten years later.
The system was not limited to sugar. In 1981, rationing covered meat, butter, flour, rice, and grains, then soap and washing powder. The last kartki, for meat, disappeared on August 1, 1989, at the turn of epochs. Along with them, memories remained of night queues, lists near shops, and załatwianie, meaning the ability to get what was needed through acquaintances.
For most Poles, this is not nostalgia, but a memory of humiliation and helplessness. That is why you should not turn a government translation error into a joke when talking to a Polish official or neighbor: the word "kartki" for them contains not satire, but decades when the state could not provide people with sugar.
